Az\u0259rbaycan Respublikas\u0131n\u0131n d\u00f6vl\u0259t himninin s\u0259sl\u0259nm\u0259sind\u0259n sonra D\u00f6vl\u0259t \u0130dar\u0259\u00e7ilik Akademiyas\u0131n\u0131n  rektoru, akademik Urxan \u018fl\u0259kb\u0259rov  bu g\u00fcn\u00fcn \u0259h\u0259miyy\u0259tini qeyd ed\u0259r\u0259k \u201cKonstitusiya v\u0259 Suverenlik \u0130li\u201d \u00e7\u0259r\u00e7iv\u0259sind\u0259 bu kimi t\u0259dbirl\u0259ri  \u0259lam\u0259tdar hesab etmi\u015fdir: \u201c\u00dcmummilli Lider Heyd\u0259r \u018fliyevin bilavasit\u0259 r\u0259hb\u0259rliyi il\u0259 haz\u0131rlanm\u0131\u015f v\u0259 1995-ci ilin noyabr\u0131n 12-d\u0259 q\u0259bul olunmu\u015f ilk Konstitusiya \u00f6lk\u0259mizd\u0259 geni\u015fmiqyasl\u0131 qanunvericilik v\u0259 institusional islahatlar\u0131n \u0259sas\u0131n\u0131 t\u0259\u015fkil etmi\u015fdir\u201d.
